Are you ready to lead growth and innovation in one of the Metro East’s most dynamic cities? The City of Belleville is seeking a visionary Economic Development Director to serve as our chief ambassador for economic growth, business attraction, and community investment.

The Role

As Economic Development Director, you will:

  • Serve as the city’s chief ambassador for growth and investment.
  • Build and maintain strong relationships with businesses, developers, and regional partners.
  • Lead initiatives to attract new businesses, expand existing operations, and drive economic opportunity.
  • Collaborate with city leadership to shape strategies for downtown revitalization, housing, and workforce development.
  • Promote Belleville’s assets, including nationally recognized schools, higher education opportunities at SWIC, and a high quality of life, to position the city as the premier choice for business and talent in the region.

Who we’re looking for

We seek a results-oriented, strategic thinker with passion for community and economic development, exceptional leadership skills, and the ability to champion Belleville as a regional leader in growth and investment.

At least five years of progressively responsible economic development or urban planning experience, with three years in a supervisory role.

Master’s degree in Urban Planning, Public Administration, or a related field preferred (or equivalent experience).

Experience in economic development or community planning , especially in a local government setting, with a strong understanding of planning, zoning, and land-use principles

Exceptional communication skills and the confidence to lead conversations with business leaders, developers, and the public.

Experience with GIS (required); AICP certification is a plus.

Proven experience in developing communication strategies, marketing campaigns and understanding of the digital online world including website, social media and apps.

Demonstrated experience in planning, administering, and managing economic development incentive tools, including Tax Increment Financing (TIF) districts, Enterprise Zones, and other state or local programs.

Leadership experience managing teams and projects, plus a creative, proactive approach to economic development — with the mindset of a salesperson and community builder.
